Texas approves $5.7M for flood resilience project

The Texas Water Development Board approved financial assistance through the Flood Infrastructure Fund for the City of Pasadena to improve its wastewater plants’ flood resilience.

The Texas Water Development Board (TWDB) announced that it approved $10,450,000 in financial assistance for a flood resilience project in the City of Pasadena.

The funding will support the city in the planning, acquisition, design, and construction of a stormwater infrastructure improvement project.

The City of Pasadena will use the financial assistance to make flood resiliency improvements to its Golden Acres wastewater treatment plant’s West Plant, which experienced significant flooding during Hurricane Harvey. The project includes removing structures from the regulatory floodplain, constructing a detention pond, elevating electrical equipment, and rerouting portions of the influent from the floodplain to the Vince Bayou wastewater treatment plant.

The assistance consists of $10,450,000 in financing and $549,860 in grant funding from the Flood Infrastructure Fund. The TWDB estimates that the city could save approximately $5,900,000 over the life of the loan compared to alternative financing.

At the same time as funding was announced for the wastewater project, TWDB also announced the approval of $5,696,000 for a wastewater system improvement project and $300,000 for a drinking water system improvement project.

The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects. The TWDB is also the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans.
