Davenport, Iowa Close to Passing Stormwater Tax

Feb. 25, 2005

During a special meeting held yesterday, the Davenport City Council passed the second reading of their Stormwater Utility tax. The vote was 6-4 and the mood was contentious, according to various reports.

"It seems like 'fee' is the key word for momentum in this town," said Van Willows of the 1st Ward. "I don't understand why, it's just 'tax', it just another way of spelling 'tax'."

Community members weren't the only ones getting feisty. Following the vote, roughly 20 people left the council chambers in a show of disapproval.

The six who voted in favor of the tax said it was necessary, whether it happened now or later.

But the leading voice of opposition, Alderman Bill Lynn of the 5th Ward, disagreed.

"I'm in the minority but I'm going to continue to hold that position," said Lynn. "We do not need to raise this fee, we don't need to have this fee in the first place."

The third and final reading will take place on Wednesday, March 2 at Davenport City Hall.
