As much of the infrastructure in the U.S. reaches the end of its useful service life, the water industry’s thoughts are turning more and more to the costs of replacing and rehabbing, and how those costs can be funded. The American Water Works Assn. estimates that replacing pipes in the roughly 240,000 water main breaks that occur in the U.S. every year would cost more than $1 trillion over the coming decades—a staggering figure.
Last week, American Rivers released a report entitled “Drinking Water Infrastructure: Who Pays and How.” The report is intended to be a tool that communities can use to understand how water utilities finance new infrastructure projects and includes strategies to update or replace old water infrastructure.
